This is like trying to prosecute John Yoo for expressing a legal opinion. Rep. Slaughter oversees the House Rules committee, it's her job to craft the rules by which the House works.
Her idea was to treat the reconciliation rider almost like an amendment to the Senate bill, allowing a single vote to approve both. The Senate Parliamentarian has now shot that down, ruling that you can't use reconciliation to amend law that isn't already law.
Time to move on to the next battle: keeping Stupak and other conservative Democrats from voting for the Senate bill.

I do not see why everyone is so upset. Just imagine the conservatives using this ploy.
Think about February 2, 2013, with a newly elected Republican President, a house and senate in Republican hands, we pass a bill that allows abortions with overwhelming Democratic support. Then on February 9, 2013 we tie in our new slaughterhouse reconciliation bill that outlaws abortions, repeals Social Security, Medicare, Medicaid, SCHIP, Department of Education, EPA, FDA and any other federal agencies that are unconstitutional while at the same time instituting a flat tax. We also tie in a requirement that any and all new programs of those types must be voted into law with a 7/8ths super majority after being reviewed by the Supreme Court in advance for direct constitutionality.

Funny how that seems to have already changed. The parliamentarian then came out and redefined what was meant. Now the Parliamentarian says that if the bill is written in a specific way, then it can be done like that. Apparently the Parliamentarian has some dirty laundry someone in the white house knows about and wants that dirty laundry kept secret.

There ought to be a test a prospective congressperson/senator has to take, to a) make sure they are sane; b) make sure they know the constitution; and c) make sure they don't indulge in 'tickle fights' with their staff. The founding fathers surely must be turning over in their graves.
