hmmm...if it never gets covered, then it can never be rationed.

just trying to imagine michael j fox's options-
unable to work, so no income. forget his existing wealth? the govt will and he will qualify for coverage.

so does he wait for a procedure to be covered?
I'm guessing if it is a "new" procedure, then it won't be covered. In time, there will develop a staggerring trade deficit in regards to healthcare expenditures. The rich, who would otherwise pay here in america, will simply hop on a plane, and flee this country's medical services.

If you have money, why should you have to wait?

Perhaps even the UK, or Russia might be a haven for medical tourists (by comparison) when the alternative is the ObamaCare™ plan for socialised medicine.
