A key official in the Obama administration's effort to remake detention policy and close the military prison at Guantanamo Bay has resigned.
Phillip Carter, who was appointed deputy assistant secretary of defense for detainee policy in April, said in a brief telephone interview that he was leaving for "personal and family reasons" and not because of any policy differences with the administration. He tendered his resignation Friday, Pentagon officials said.
Carter, a lawyer and Iraq war veteran, was responsible for coordinating global policy on detainees.

Never agreed with Phil. Read his stuff long before he took that job. But he seemed honest about his politics and ideas. Wrong but honest.

Phil was a highly-regarded blogger and a CNN legal consultant back in the day. He and I corresponded fairly often and I promosed him a steak dinner when he outprocessed from an Iraq tour through Ft Campbell. Alas, he never notified me when he was coming through. When I was solicited by the United Methodist News Service to write a couple of op-eds about the then-prospective trial of Saddam, after he'd been pulled out of his rat hole, Phil was kind enough to tutor me on some of the international law relevant to the trial.
This is a serious loss for the administration. Phil is a good man. I did not always agree with him on issues, but he was always thoughtful and collegial.
