I swiped the image from a Drudge ad screen cap. Here's Kelly's site. The headline there says limited government, fiscal sanity and free market solutions. Yes, he's a Republican.
But I'm not sure I care about any of that. Anyone willing to run that ad while Tea Party and town hall attendees are being accused of being armed vigilantes deserves our support and your vote! heh!

Appears to be an assault rifle... An auto M-16 chassis [caliber unknown] with not a little wear 'n tear. Looks like iron sights, can't be sure.
One thing is for sure... it's being supported against gravity by genuine Marine.
