I've had several exchanges with Joseph Culligan to be certain I understood this issue as best I can. Culligan is a PI and has broken several "tax lien" items on his blog, often long before they make media headlines. The latest example is Rahm Emmanuel's landlord's zoning issue, which Culligan shared with me over a month or so ago I believe.
It boils down to this on withdrawn nominee Nancy Killefer's tax liens problems. Culligan approached two areas of DC government requesting info on any tax liens. On the 23rd the Problem Resolution office of the DC Office of Tax and Revenue complied with Culligan's request promptly, as they should. An officer in Compliance Administration not so much.
In the interim the story started to break. And lo and behold, these public records suddenly became "confidential" - though I believe as a matter of law, that's incorrect. Talk about closing the barn door after the horse. Still, just more proof that Killefer is no plumber! Culligan has requested follow up from the DC attorney. Those refusal exchanges are here.
The emails reveal that the District of Columbia was not as prepared to fullfil their obligation as Custodians of the Record when the story of the Killefer tax lien became known.
