Paterson's big test, insiders say, will be how he handles upcoming budget negotiations. He wants $9.5 billion in cuts and $4 billion in new taxes and fees to close a $15.5 billion two-year deficit.

Davos, baby ... though the ski-mecca thing may be a cheap shot from the Daily News, all things considered. I can't imagine this guy navigating a mountain sighted even if he does seem to have a natural instinct for finding the bottom.
His continued travels around the world have further raised eyebrows - especially his decision to go to ski-mecca Davos, Switzerland, this week for an economic conference - when he's calling for $1.7 billion in budget cuts, some by Feb. 1.

Today a commentator on the radio said that you have to pay for Davos in full, the year before and that "Davos doesn't give refunds". At that point, a truck began sliding over to the lane almost hitting a car so I wasn't really paying that much attention except that he ended his report saying something to the effect that academics attend for free. I wonder if politicians pay or go for free? The commentator couched the subject with a pro academic outlook saying that they might finally not be overshadowed this year. He also said next year will be the test since you pay ahead of time.

Recently, national media reported that a New York state senator had introduced legislation that would force police officers using deadly force to try to shoot violent suspects in the arms or legs to stop them.
His proposed law would have required that officers stop firing at an attacker as soon as a threat is neutralized, or face felony charges of second-degree manslaughter.
In an explanatory memorandum accompanying his shoot-to-wound bill, Sen. David Paterson, a Democrat and anti-capital punishment advocate from Harlem, states: "There is no justification for terminating another's life when a less extreme measure may accomplish the same objective."
