Does that mean the troops can come home now?

No, but it means you might now be able to make some kind of life for yourself, you poor disillusioned politico.

"Have the troops come home from ... Korea yet...?"

This is one of the things that the "we shouldn't have gone into Iraq in the first place" folks simply don't get.

We were already there.

We were obliged to be there -- just like we're obliged to be in Korea -- until UN conditions were met.

The UN conditions re Iraq have been met; we **can** leave at any point we want. The decision to stay is now our own.

We could not leave Iraq, or disengage the 100,000+ troops we had devoted to babysitting the place prior to the UN vote in late '03 absolving us from further obligated involvement in the place.

For what it's worth, we have the UN's permission, and SKorea's permission, to leave Korea. But that permission is based on the UN caveat: "do not destabilize the region".

Every time the US talks about leaving the area, L'il Kim and The Pompadours go on a media binge and claim that the US is leaving because we have plans to nuke NKorea, at which point they start mobilizing troops and throwing test missiles around, and ... destabilizing the Korean peninsula.

Ergo: we can't leave.

And frankly that delights our "friends" like France to no end, since we can't be the big tough-guy that they used to be with one arm tied behind Korea. And it explains, to those who paid attention, one of the biggest reasons they didn't want us precipitating events in Iraq, since from '91 to '02 we had our other arm tied behind Hussein. France loved it.

So did China and Russia.

It's too bad that we cannot withdraw without endangering our allies.

Yet Ross is perfectly spot on - as it really is a balance and a check on American power to be enganged in so many theatres.
