A federal grand jury has indicted Creamer on 16-counts of bank fraud and 18 counts of Tax fraud. Those charges based on what the government says were three check-kiting schemes in the early to mid-90's that led to a loss of $2.3 million.
Each of the schemes, prosecutors say, involved moving Illinois Public Action money from bank to bank in check and wire transfers to disguise the real balance.
