The verbs are messed up in this sentence. It should read that Israel has been planning with the U.S. all along to use newly won air space over Iraq as a plan to attack Iran if it becomes necessary. That the Daily Telegraph 'can' reveal this? It just did. Our war into Iraq definitely had to do with WMD - Iran's.
