Jerry "Buck" Inman Sought In Tiffany Souers Slay
GREENVILLE, S.C. - Authorities say they have issued arrest warrants for murder, rape and kidnapping against a Tennessee man in the death of a Clemson University student strangled with her bikini top.
Jerry "Buck" Inman's DNA matched samples taken from Tiffany Marie Souers' apartment, State Law Enforcement Division Chief Robert Stewart said Tuesday night.
Inman has not been arrested. He is considered extremely dangerous and is likely in a green Chevrolet Camaro or an Econoline van, prosecutor Bob Ariail said.

Man, I thought the perp might be a college student. This guy looks like a student of a different kind of institution.
It's too bad this young lady met her fate the way she did.

Again and again, it happens all the time. For some reason the government thinks the "registry" will deter them, while it's a great idea for citizens to be able to access and to be informed who is around them, it also shows these people are still there...lurking and waiting. Who's to say that a "SO" will not lie dormant for a few years to try to prove he's
"healed". I think he's waiting for folks to let down their guard..JMO
Windy--thought it was a college kid as well as there was no forced entry and figured it was an aquaintence of some sort. Did she know this older guy? Looking at his mug I thought he was way older. Was he working in a tattoo joint near the campus? Did she have any or go with a friend to get one? Probably not a whole lot of places he could have gotten a job....Just a thought.

I heard he was working construction in that apartment complex. When will the courts/lawmakers get it? These people do not get better they only escalate to more serious crimes. The courts should impose lengthy sentences with no time off for time served or "good behavior". Sex offenders are the absolute worse crimminals. They are serial offenders and should be dealt with accordinly. IMO, child predators should be eligible for capital punishment as their acts upon children affect the child, his or her family, and anyone in that child's future.

I don't recall sexual offenders being such a problem 40 years ago. It seems to me that sexual offenders started getting to be virtually 100% recidivist after we started imposing secondary punishments upon them. Y'know, the ones that violate the constitution...

I just hope Natalee Holloway's family can get the same resolution (and, there were witnesses NH was with her perps..)

Again and again is right, Abby. This one was arrested in Florida and North Carolina. So, hopefully this will be his third strike...and out.

What secondary punishment/constitutional violation are you referring to? The registry? I don't think the registry is any kind of deterrent to these pervs.
I think they should be tattooed (no stretch for this guy) across the forhead with the words "Molester" or "Rapist". The perps don't seem to worry about the "rights" of their victims. And aside the ACLU, I don't think there are many that care for the "rights" of these molesters.

Correct. The one thing I've agree with the ACLU on in the past 10 years is this: The laws at the time of conviction are the laws that determine your convictability and your punishments. If the state changes the laws after you've been adjudicated, they can't -- according to the Constitution -- go back and readjudicate. "Ex post facto" and double jeopardy.
If the state wants to treat all *new* sexual offenders this way, then fine, do it. You have the laws now. But you can't justify going back and doing that to those who were convicted under prior laws.
I don't think it's a deterrant either. It's just plain silly. And a waste of time. But we have these computers, so, doggone it, let's use them

The Registry began b/c of the high recidivism rates. This has been a problem going back as far as I can remember and that is quite a long time. In fact serial killers are often known to start with peeping,stalking, assaults, and rapes. Many of them are never caught/prosecuted for their earlier infractions so often we don't hear of it until it is too late.
In this case, Inman has recent convictions so I think it would be a stretch to say his constitutional rights were violated. Convicted predators and crimminals , in general,sort of give up their rights don't you think?

Convicted predators and criminals didn't care about the rights of their victims, so yes, they sort of give up their rights IMO.
RW- didn't realize the registry was retroactive to ex convicts with time served. No, I don't think that is right to do. If and when they reoffend, then they can be placed there. The LE knows who's who. And, even though there is a registry, it is us as citizens that have to research the registry for our particular location. The police do not go door to door in neighborhoods telling everyone there is a sex offender moving into your neighborhood. It's not like someone gets out of prison and the news reports about their location. So, while I think the registry is a good thing (if used) for being cautious about your own protection, but it is not a deterrent.
I still like the tattoo idea ;-)
