Truth is, if it were a shake up, it wouldn't be much of one, now would it? One insider for another isn't shaking too much. It's impossible to know without access, but you'd think a genuine shake up would be bringing someone in from the outside. The criticism has always been that the Bush administration is too insular. This doesn't impact that notion a bit.
