Offense Background: On January 24, 1980, in the City of Tacoma, Washington, Joseph E. Duncan, age 16, committed a burglary of a neighbor's home. Duncan stole four handguns and ammunition. That same evening Duncan abducted a 14 year-old boy. The boy had been walking in Duncan's neighborhood. Duncan sexually assaulted the boy two times at gun point. He was arrested shortly after the incident. Duncan was transferred into adult court at the age of 17. There Duncan pleaded guilty to Rape in the First Degree for the abduction and sexual assault of the 14 year-old boy. Duncan was sentenced to 20 years in prison.

Update: September 1994: Duncan was released on parole after serving 14 years in prison.

April 1997: Duncan was returned to prison for violating his parole.

July 14, 2000: Duncan was released from prison after completing his sentence. Duncan was released without parole or probation.

July 21, 2000: Duncan arrived in Fargo.

July 24, 2000: Duncan registered at the Fargo Police Department as a sex offender. The Fargo Police Department evaluated Duncan. Based on the history, profile, and the Minnesota Sex Offender Screening Tool-Revised score, Duncan was classified as a Level III sex offender.

September 27, 2000: The Fargo Police Department conducted a community notification.

This guy fits the profile to a T. Sound familiar.

According to profilers, peeping, obscene calls, and exposure, considered nusiance offenses, can be precursors to violent behavior.

Also according to profilers, the two types of sexual offenders with the most characteristics in common are sexual sadists and pedophiles.

--Both are ritualistic sexual criminals, with highly developed fantasy lives. They tend to carry out their crimes according to a script.

--Both are highly motivated (their crimes give them deep satisfaction) and they invest great amounts of time, money, and energy to their criminal behavior.

--They record their criminal sexual acts. This provides them with means of reliving and improving on their criminal acts.

--Their rate of recidivism is much greater than for other sexual offenders. They tend to be model prisoners and consequently are released more quickly and, having learned nothing from their punishment, quickly begin practicing sexual deviance again.

--Both are highly narcissistic.

--Both have low threshold for sexual boredom and involve their victims in progressively offensive and demeaning behaviors.

--Most sexual criminals slow down with age. There is no known burn out age for these two offenders. Unless stopped, such men will offend well into their sixties or seventies.

--They have greater numbers of victims than other sexual offenders. Once these men begin to act out criminally, they will assault until they are caught.

--They are predominately middle-class offenders.

Police press conference on now: The police suspect Dylan is deceased. They're not sure, but the information they have now leads them to believe he may not be alive.

That may explain why they went public with this story before having the boy in hand. Particularly if they suspect an accomplice was a part of this abduction.

From earlier interviews with the waitress, Shasta's story flip flopped from her brother being at the house to her brother being in heaven. That may be what they're alluding to, or maybe they have more information. The waitress said that the girl may have been talking about her older brother who was killed with her mother and mother's boyfriend.

The suspect was driving a stolen car, a red jeep cherokee. They said he stole it in MN. They spoke about the Dru Sjodin case as it is getting ready to begin also, and this guy was a student at NDSU. Wasn't Dru also a student at ND? I think so. Adds an interesting, albeit sad twist.

it is the same guy, i have read about his history. it is him.

This crime is so horrible... as are many others out there. But many of these types of killers have something in common - demons. What does that mean... could it be possible that a human is indeed infected with something beyond our understanding and can only be explained in our language with the word 'demons' ? They also talk about their crimes as being committed by this demon and that they can't control it. It scares me so much, beyond just a human causing hurt against another human, but more a fear of the unseen. We are so desensitized to crime and crisis because of the movies we watch. We are disconnected from much of what ultimately can manifest and become reality. Could it be possible that, through the abuse that people like this man suffered as children, create 'demons' - do we have the power to create evil within us?

We have to do something about this as a society! Think about it for a moment. A small boy is molested over and over and is abused and neglected by his mother / father, family... He grows up, scarred, so scarred, and what do you think happens to that boy if he continually feels like he is not a part of society. There is a strong chance that this boy will grow up and become a Duncan, molesting other children, who then grow up to repeat the cycle.

We need to STOP focusing on the Band-Aid and start focusing on PREVENTION! It starts not when the offender is caught for the first time and put away, but rather with how we raise our children, and how our society is breaking down in morals and values. Children who are abused and molested and are taken away from their abusive homes are then often placed into foster homes that are just as abusive! The system is flawed. OUR system is flawed, and WE are to blame for that. It won't change until we stand up and start pointing the fingers not at others and saying "it's their fault" but saying "we have the power to change this collectively!"
